In regards to Dwight firing Toby, I'm not positive.. but since Scranton is the only remaining branch and there are so few people that need to be accounted for.. Toby doesn't really have as important a job as before. When there was several branches & hundreds of employees it made sense but since Scranton is the only one left I feel like David Wallace could easily just stop in & make sure that everything is okay.. therefore making Toby useless.

About the firing Toby thing. I think since Toby was hired by corporate while Michael and Andy were bosses, he couldn't fire him. Since David Wallace bought back the company last season, maybe there really aren't any corporate offices in New York that really need Toby so I suppose that's why Dwight was able to fire Toby? Maybe?
Somebody please help me figure this out: how was Dwight able to fire Toby but Michael couldn't? Didn't he still work for HR?

I honestly have no idea! Dwight doesn’t have any justification to fire Toby cause technically he didn’t do anything wrong. Same goes for firing Jim and Pam. But we gotta remember it’s a tv show :P
